Born in Buckingham, Quebec, in 1964, Tali studied graphic arts at Dawson College before heading to France to enroll at the École des beaux-arts de Perpignan. She eventually turned her attention to animation. She made her first animated short, Under the Weather, with drawings photocopied onto cells in 1997. In 2000, Tali directed Pirouette, a project that explores the peculiar relationship that city dwellers have with food. Under the Weather screened at over 40 international festivals, and Pirouette received a special international jury prize at the Hiroshima Festival.
